You desire me to take the opportunity of explaining the situ tien confidentially to the French Government in the

light of the correspondence enclosed in your despatch, bearing in mind, however, the encouragement which has alreauy

randa (68) jbeen given to the Chinese Goverment.

It appears to me that it would be awkward if the French Government were to inform me that they lay claim to these islands, as we have encouraged the Chinese Government to [occupy them, and I beg leave to submit for your consideration

whether it would not be preferable, as I understund from Ir. / Lampson's telegrum No. 116 of the 3rd instant, that a Chinese gun-boat will be sent to the islands, to let matters take their course and not to call the attention of the

French Government to the matter. If the French Government

wore to any that they claim the islanda, it seems to me that we should be in an embarrassing position vis à vis the Chinese Government, as they might expect our support against

the French Government.

I observe that Sir J. Jordan expressed the opinion,

in his telegram No. 101 of February 27th, that if he mude
